2004 is a pivotal time in setting the direction of China’s immense mobile telephony industry. Protection for the current two licensed mobile providers is being withdrawn, forcing already intense competition to cutthroat levels. At 250 million subscribers, China is the world’s largest GSM network and the world’s largest CDMA network. The leading fixed line service providers are accelerating deployment of “fixed-wireless” PAS service, and competing indirectly with mobile service. Operator purchases from Chinese suppliers will exceed 40% in 2003, and continue to increase.

China Mobile and China Unicom floated bonds worth $18 Billion to fuel a continuing massive network build out. By 2005, 70% of Beijing’s population will be a mobile service subscriber. As service providers continue the race for revenue growth and subscriber count, profitability appears to be wishful thinking.

Enhanced mobile service capabilities are key to the government’s push to “informatization” and e-government. Critical decisions on the choice of 3G technologies are overdue, and made more complex by global acceleration of competing technologies. Pressure mounts to identify China’s 3G standard and award more licenses.

Reliance on widespread 3G and W-CDMA coverage is required for support of the 2008 Olympics. And, network construction deadlines are fast approaching.
