The Independent operating companies (IOCs) are a distinct and unique group of U. S. telephone companies that offer significant marketing opportunities for telecom equipment and service suppliers. IOCs serve mainly Tier 2 and Tier 3 cities and towns, and countless rural communities. Nearly 1,000 IOCs account for more than 27 million access lines, roughly 15% of the U.S. total.

The market is concentrated. Sprint LTD is the largest IOC, and accounts for 8.1 million access lines or 30% of the IOC total and 5% of the U.S. total. The Top-20 IOCs account for 81% of the IOC total access lines. Larger IOCs serve populous markets in Florida, Texas, and California. However, the vast majority of IOCs, serve small, and, in many cases, very small markets with a few thousand or a few hundred customers.

Despite the small and fragmented nature of the IOC sector, it is an attractive target for suppliers. As a group, IOCs are progressive. They are early adopters of advanced network technology. And, they have sources of cash for network investments that are not available to the RBOCs. IOCs consistently have aggregate capital expenditures of around $3 billion a year. Mant IOCs offer a portfolio of diverse ILEC, CLEC, long distance, cable, ISP, and wireless services in their operating areas that the RBOCs can only hope to match some day. Furthermore, the larger IOCs are growing both organically, and through acquisition of other IOCs and rural RBOC properties that need upgrading.
